Navarre, Florida

The beach side, west of the base

Navarre is the stretch most people picture when they say they want to live at the beach: a long run of sand out on Santa Rosa Island, the pier, and a mainland side that has grown quickly over the last decade. Hurlburt Field sits right beside it, which is why so many military families land here first.

The local read

What Navarre is like to live in

Navarre's housing is newer than the towns east of it, much of it built in the last twenty years, and it splits between family neighborhoods on the mainland and beachside homes and condos out on the island. The trade is distance: you're further from the hospitals and the bigger shops, and the drive east on a summer weekend is what it is.

  • For many postings to Hurlburt Field, this is the first place families look, and the drive to the gate is short.
  • Beach on one side, mainland on the other, so you choose between a place on the island and a family home a few minutes inland.
  • Most of the housing is recent, and the shops and services have followed the rooftops west.

Living in Navarre, FL: neighborhoods, commutes and the beach

5 min read · By Derrick & Emily Sumner

Living in Navarre, FL means the Gulf is never far away. Santa Rosa Island and the Navarre Beach Fishing Pier sit just across the sound, Hurlburt Field is a short drive east on US-98, and the mainland neighborhoods keep spreading north toward Holley and East Bay. This is our local guide to the streets, schools, commutes and everyday details we walk buyers through.

Navarre neighborhoods, from Holley by the Sea to the island

Navarre is an unincorporated community in Santa Rosa County, roughly centered where US-98, known here as Navarre Parkway, meets State Road 87. It sits about 15 miles west of Fort Walton Beach and about 25 miles east of Pensacola, with the East Bay River and Yellow River to the north and Santa Rosa Sound to the south. There is no city government, so most of the rules that shape a neighborhood come from Santa Rosa County and from individual homeowner associations.

The best known of those is Holley by the Sea, west of the beach bridge. Its property owners association describes it as the second largest HOA in Florida, with more than 4,700 lots and a private 48-acre recreation center on Navarre Parkway. Owners pay annual dues, and the neighborhood is deed restricted, so it pays to read the governing documents before you fall for a house with a boat in the driveway.

North of the parkway, newer subdivisions run up toward Holley, the area across the East Bay River that many people count as part of Navarre, and out toward East Bay. Out on Santa Rosa Island, Navarre Beach is its own small census community of beach homes, townhomes and condo towers along Gulf Boulevard. Island life and mainland life feel very different day to day, and we're happy to show you both.

Commute to Hurlburt Field and the rest of the coast

For many of the families we work with, the first question is the drive to Hurlburt Field. The base sits on US-98 east of Navarre, and from most mainland neighborhoods the trip typically takes 15 to 25 minutes, depending on where you start and the time of day. Summer weekends are another story, because US-98 is the main road along this part of the coast and beach traffic shares it with everyone else.

Eglin's main base is further east, past Fort Walton Beach, so an Eglin commute from Navarre is longer and worth test driving at rush hour before you commit. State Road 87 runs north toward Milton and Interstate 10. For flights, Pensacola International Airport is about 25 miles west and Destin-Fort Walton Beach Airport is roughly 30 miles east in Valparaiso. Public transit is limited, so plan on a car.

Navarre schools in Santa Rosa County

Navarre schools belong to Santa Rosa County District Schools, which is separate from the Okaloosa County district that serves Fort Walton Beach, Niceville and Destin. That matters if you're comparing houses on both sides of the county line, which runs between Navarre and Hurlburt Field.

Schools serving the Navarre area include Navarre High School, Holley-Navarre Middle, Holley-Navarre Intermediate, Holley-Navarre Primary, Woodlawn Beach Middle, West Navarre Primary, West Navarre Intermediate and East Bay K-8. Attendance zones follow the street address, not the neighborhood name, so we check which schools a specific house is zoned for before you write an offer. If you're PCSing, bookmark the school websites early. Holley-Navarre Middle, for example, keeps a military resources page.

Navarre Beach, the pier and Santa Rosa Sound

Navarre Beach is reached by the two-lane Navarre Beach Causeway bridge, which opened in 1960. The toll came off in 2004, and Santa Rosa County took ownership of the bridge in 2006. The state now lists the bridge as structurally and functionally obsolete, meaning it no longer meets current design standards, and the county has studied ways to pay for its upkeep, including a possible toll. It's worth following if you plan to cross often.

On the island, the Navarre Beach Fishing Pier runs 1,545 feet into the Gulf, the longest fishing pier on the Gulf of Mexico. Navarre Beach Marine Park has pavilions, parking, seasonal lifeguards and the Navarre Beach Marine Science Station. Just offshore, the Navarre Beach Marine Sanctuary has artificial reefs within swimming distance, and two reefs in the calmer sound give younger snorkelers a place to explore. Heading west, the road runs about eight miles through the Gulf Islands National Seashore to Pensacola Beach, past protected, undeveloped dunes.

Back on the mainland, Navarre Park sits at the foot of the bridge on US-98 with a playground, a splash park and a pier on the sound. The Navarre Beach Sea Turtle Conservation Center is another local favorite, and Santa Rosa Sound is where most residents kayak, paddleboard and fish when the Gulf is rough.

What to know before buying a home in Navarre

Much of Navarre's housing was built in the last twenty years, so many buyers find newer roofs, open floor plans and builder neighborhoods with their own HOA rules. Older pockets, including parts of Holley by the Sea, mix original homes with renovations and new construction on infill lots.

Insurance deserves early attention. With the Gulf, the sound, and the rivers and bayous to the north, flood zone and elevation can change from one street to the next. Look up the FEMA flood map for any address you're serious about, ask whether the seller has an elevation certificate or a wind mitigation report, and get insurance quotes during the inspection period rather than after it. Condos and beach homes on the island bring their own questions about association reserves and wind coverage.

Healthcare is the other practical point. Baptist Medical Park on Navarre Parkway offers walk-in and outpatient care, and for hospital stays residents usually head to Gulf Breeze Hospital to the west or Fort Walton Beach Medical Center to the east.
